I have the honour to refer to your secret telegram
No.21 dated 28th January, 1938, and to seek information upon
the following point.

In your telegram under reference you stated that
Red Cross markings should be clearly and prominently painted
on aeroplanes before they are permitted to leave Hong Kong.
These instructions have been regularly passed on to persons
assembling ambulance aircraft purchased by the Chinese Red
Cross. I have recently received a report regarding these
aeroplanes from which I subjoin an extract. I shall be glad to learn whether any international agreement exists
prescribing the colour of Red Cross aeroplanes, e.g. whether
they should be painted white, or the size of the Red Cross
emblem: whether camouflaging of Red Cross aeroplanes is
permitted in cases where such action is justifiable, as
would appear to be the case in this instance: and, failing that, whether the Royal Red Cross Society have made any such specific prescriptions.
